Job Title: TANK INSPECTOR
Location: MCPHERSON, KS
JOB SUMMARY
This position develops and maintains an inspection program that ensures the integrity of storage tanks within the NCRA facilities. Keeps inspection records updated as well as plan, coordinate, schedule, and track performance of outside inspection and repair contractors for all tank construction, maintenance, and repair with minimal supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following:
- Specialize in the area of tank inspection (including internal and external inspections and NDE requirements), tank construction, tank repairs and maintenance, with specific knowledge of tank cleaning, tank safety and the specific environmental regulations concerning tank seal inspection.
- Maintain a repetitive inspection program using plant inspection management software to determine frequency, extent, corrosion rates, and remaining life calculations of all tanks within the refinery. Maintain documentation of inspections both hard copies and electronically.
- Establish scope of work to be performed by contract inspection and repair organizations. Analyze and evaluate contractor bids based on time and costs and make recommendations to NCRA’s Manager of Plant Engineering for selecting contractors to perform construction work.
- Coordinate contractors during the inspection process.
- Perform QA function of all repair work on tanks. Witness and approve all tank hydrostatic tests for both post repair and new construction.
- Work with and apply API standards for storage tanks including API-620, 650, and 653.
- Coordinate with upper management, unit Mechanical and Process Engineers, contractors, maintenance and operations personnel as required on various matters, including inspection code requirements, condition of equipment, recommendations for repair, quality of workmanship, and scheduling of tank outages.
- Maintain understanding of inspection techniques and research new methods to improve NCRA’s inspection program.
- Make recommendations concerning the purchase of inspection equipment needed to accomplish the assigned duties of this position.

EDUCATION AND/OR EXPERIENCE:
Two year certificate from college or technical school; or high School diploma or general education degree with a minimum of five years experience in an oil refinery or related industry; or equivalent combination of education and experience as well as all industry standard testing certifications required to perform work.
CERTIFICATIONS, LICENSES, REGISTRATIONS
- Level II certifications in Non-Destructive Examination (NDE) techniques in accordance with the American Society of Nondestructive Testing (ASNT)
- Recommended Practice SNT-TC-1A for UT and RT and be able to perform PT, MT, and VT inspections.
- Must be a Certified Inspector in accordance with API 653 with the ability to obtain API 510 and API 570 certifications within two years of employment and obtain AWS Certified Welding Inspector within five years of employment.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, mechanical drawings and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of NCRA employees, contract employees and vendors.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals as well as have an understanding of plane and solid geometry and trigonometry. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Above average proficiency in Microsoft Office Suite and related applications. Knowledge of PCMS inspection software a plus.

- While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high, precarious places and in tight enclosed spaces. The employee is occasionally exposed to fumes or airborne particles and risk of electrical shock.
